This chapter starts with the analysis of conflict and cooperation relationships between selfish entities and continues in presenting humans as such entities. It show how those relationships express themselves in social contracts in general and in those between the population and government in particular. Then the chapter defines the good of the public as the constant ability to align powerful groups to the public's interest, which leads us to the conflict between human nature and the need for government - A conflict which has been with humanity ever since the Neolithic period.
